Julia is a member of Pierce Atwood's Energy group and its International Practice Group. She has over 25 years of experience in the field of energy in both the U.S. and in emerging markets. Julia has represented clients in energy-related transactional matters and in regulatory proceedings before the Federal Energy Regulatory Commission, the Department of Energy and in appellate proceedings. She currently works on development of renewable energy and energy infrastructure projects in the Caucasus, Central Asia and the Commonwealth of Independent States, and has worked in energy sector reform and privatization in Central and Eastern Europe, Asia and Africa. Before joining Pierce Atwood, Julia practiced for 16 years with Hunton & Williams in Washington, D.C.
Julia is a member of the Energy Bar Association, the Women's Council on Energy and the Environment and the American Bar Association.
Julia is fluent in both French and German.


Julia earned her LL.M. in International Law from Georgetown University Law Center (1979) and her LL.B., high honors, from McGill University in Montreal, Quebec, Canada (1978).
Julia is admitted to practice in the District of Columbia.
