Joe has been practicing in Pierce Atwood’s Litigation Group since 1971. He has extensive experience in complex civil litigation in the Federal and State Courts of Maine, before numerous arbitration tribunals, and in mediation. He maintains an active practice in various aspects of construction and surety bond law, addressing pre-construction issues, handling mid-stream informal dispute resolution and problem solving, and conducting claims litigation. For over 30 years, Joe has successfully represented contractors, owners, and manufacturers in their construction disputes.
Joe also has been involved in personal injury, admiralty, and other commercial litigation in State and Federal Courts.
Joe is included in The Best Lawyers in America for Alternative Dispute Resolution, Commercial Litigation and Construction Law.
Among the several articles Joe has authored on construction-related topics are “Fifty State Construction Lien and Bond Law” Chapter on Maine law; “The Contractor’s Claims Against Its Insurance Carrier in Construction Litigation,” Practicing Law Institute (1st Ed. & 2nd Ed.); National Business Institute Program - Maine Construction Law: “What Do You Do When...” (co-author); “Fifty State Public Construction Contracting” Chapter on Maine (co-author); and “Design/Build Projects vs. State Licensing and Public Procurement: A Road Map to Success, A State-by-State Survey” prepared for the 20th Anniversary Annual Meeting of the American Bar Association Forum on the Construction Industry (co-author).
Joe has written numerous articles and lectured extensively at local and national seminars on construction law topics. He has served as chair (1974-86) and panelist (1987, 1990, 1993) for the Practicing Law Institute’s Construction Contracts and Litigation seminar program and as national chairman of the Construction Committee of the Litigation Section of the American Bar Association. Joe is a member of the Cumberland County and Maine State Bar Associations. He also is a Charter Fellow in the American College of Construction Lawyers and has been a member of that group’s Board of Governors.


Joe is a Bowdoin College graduate, class of 1965. He received his LL.B. from Harvard Law School in 1968.
Joe is admitted to practice in Maine; the U.S. Court of Appeals, First Circuit; and the U.S. Court of Federal Claims.
