A partner in our Energy Practice Group, Carol brings more than 25 years of energy industry experience. She represents energy companies in regulatory proceedings before federal and state regulatory bodies as well as in domestic and international energy transactions. Carol regularly provides energy counseling on contracts, utility rates, regulatory compliance issues, Independent System Operator rules, FERC enforcement actions and regulatory appeals. She represents energy companies on the construction and operation of energy projects, including interconnection issues, transmission access and regulatory compliance. Carol's transactional experience includes the preparation and negotiation of hundreds of power purchase agreements and the resolution of contract disputes.
Recent Experience
- Represents over 30 power marketing companies and financial or "virtual" energy marketers and has been involved in all major Federal Energy Regulatory Commission proceedings affecting this sector
- Counsels and represents all types of energy companies in investigations and enforcement proceedings before the Federal Energy Regulatory Commission. She also conducts FERC compliance training programs and prepares training manuals for all types of regulated energy companies
- Counsels gas and electric utilities on regulatory compliance issues, contract issues, regulatory approvals for mergers and acquisitions and energy disputes. She has litigated many such cases at FERC and before the U.S. Courts of Appeals
- Advises independent power producers on the development of new power projects including compliance with FERC, ISO/RTO, and state regulations
- Represents energy companies and local governments in the relicensing of hydroelectric projects and in hydro license disputes before the FERC
- Prepares and negotiates energy sales agreements and transmission contracts for energy companies, as well as works on contract disputes before state courts and regulatory bodies
- Leads international teams in the negotiation of power purchase contracts
- Negotiates contracts and development issues affecting renewable energy facilities
